Debris removal comes first. Confirm the property has completed the required cleanup and clearance steps before relying on a construction schedule.

Site and soil conditions can change the path. Post-fire conditions, slopes, geology, utilities, and existing site infrastructure can trigger additional coordination or specialist review.
